Public Lending RightsUnder the UK Public Lending Right system, payment is made from government funds to authors whose books are borrowed from public libraries. The amount payable is proportionate to the estimated number of times that an author's books are borrowed nationally. The figures are derived by sophisticated sampling. You must be resident within the European Economic Area (i.e. EC Member States plus Iceland, Norway and Liechtenstein) but, interestingly, the UK does not include the Channel Islands or the Isle of Man and the expanding European Union means that the rules are not uniform.
